UCUM (Urban Check-Up Model)

UCUM is a systemic model developed by ENEA to analyse, diagnose, and improve the overall health and performance of cities and territories. It adopts a multidisciplinary and data-driven approach, viewing the city as a complex, interconnected system in which environmental, energy, social, economic, and spatial components continuously interact.

The model integrates heterogeneous datasets—including energy consumption and production, environmental indicators, mobility, land use, demographic and socio-economic data—to generate a comprehensive understanding of urban dynamics. By correlating these dimensions, UCUM enables the identification of inefficiencies, criticalities, and opportunities for intervention at different spatial scales, from neighbourhoods to entire urban areas.

UCUM functions as a decision-support framework for public authorities, planners, and stakeholders, supporting strategic planning processes, policy evaluation, and scenario analysis. It facilitates the assessment of urban sustainability, resilience, and resource efficiency, with particular focus on energy transition, climate adaptation, and social well-being.

Within the Smart Energy Communities (SEC) ecosystem, UCUM acts as a foundational analytical layer, providing systemic insights that inform the deployment of digital tools, energy strategies, and regeneration actions. Its holistic perspective supports integrated urban regeneration pathways, ensuring that technological solutions are aligned with territorial characteristics and social needs.

By enabling evidence-based decision-making and cross-sectoral coordination, UCUM contributes to the development of healthier, more resilient, and more sustainable cities, supporting long-term urban transformation strategies at local, regional, and national levels.
